Today the Bodubadhalu movement publishes its first major policy document — a 24-page national housing plan covering land allocation reform, public-financing models for outer-atoll construction, and a 10-year scaffold to build affordable housing in 47 inhabited islands.
The plan was drafted across six months with input from urbanists, housing cooperatives, and over 1,200 community members from every atoll.
